Griffiths - Introduction to Electrodynamics
Great introduction, not very mathematically sophisticated (elementary boundary problems, no Green's functions, numerical methods etc.) but theory is developed in a logical way.
Jefimenko - Electricity and Magnetism
Good discussion on boundary value problems viz. method of images, harmonics, etc. as well as nice derivations but the theory is developed in a weird way ( before , and energy treated in separate chapters, etc.)
Jackson - Classical Electrodynamics {???} More mathematically involved...apparently

First graduate course in electrodynamics focusing on radiation. Greate mathematical preliminary section; explains vector calculus in detail along with tensors and group theory.

NPTEL - Foundations of Classical Electrodynamics (IITKGP)
Covers entirety of Griffiths until and including Maxwell's equations (no conservation laws and EM waves) but has lectures on Levi-Civita symbol calculus, multipole expansion and boundary value problems.
